PCMC starts assigning property identification code to owners

The Pimpri-Chinchwad Municipal Corporation (PCMC) has started assigning a Unique Property Identification Code (UPIC) to property owners, with an aim to cover all the 6.7 lakh proprietors in the city in the next three months.

“We have undertaken a survey of all the properties, with an aim to find out new properties, changes in usage, additional constructions without permission… Even as we conduct the survey, we will provide the property owners with the Unique Property Identification Code,” Nilesh Deshmukh, head of PCMC’s property tax department told The Indian Express on Monday.

“All the 6.7 lakh property owners in the city would get the Unique Property Identification Code in the next three months. It will help the residents in getting all the information related to their properties in just a click,” Deshmukh said, adding that the UPIC would be like an Aadhaar card issued by the central government. “The UPIC could be used for all civic, state and central government services.”

Deshmukh said that the code will help people get information about their properties and everything related to them. “The owners will be provided with a property locker such as digilocker where they can upload their property documents and use them whenever required.”

Municipal Commissioner Shekhar Singh said, “An ongoing survey — undertaken by the property tax department — will help increase the civic body’s revenue. It will help us identify properties that remained excluded from the ambit of property tax. The central government has put forward different conditions to get assistance from the 15th Finance Commission. The survey undertaken by the property tax and assessment department is one of the conditions.”

According to the tax department, it has 17 zones across the city. “It is seen that builders usually quote more carpet area than in reality. Thus, property owners could be seen complaining that their flats have less square feet than what the builder cited. In the ongoing survey, we are measuring flats’ internal areas. This will help property owners know the exact area of their property and pay tax accordingly. After the survey, property owners will also get ‘on the spot’ print for the same,” said department officials in a joint statement.

“PCMC has an official website, and there is a dashboard of the property tax and its assessment department on it. The dashboard has been developed in a way that people could assess it with ease… If a person adds his/her cellphone number, he/she will receive an OTP. After putting the OTP, details of the said property will be made available,” Deshmukh added.
